Workers’ compensation record sets: clerical organization

A comp file gathers the same records from every side of the claim. Organizing them is clerical work, and California law marks where that work ends.

Why comp files repeat

Treating physicians, the administrator, both attorneys and the evaluators all hold the same reports. Each copy is one more to read.

Duplicative subpoenas and copy-service charges recur in the Appeals Board’s own panel decisions.

The clerical line

Under Labor Code section 4628, the signing physician alone does the non-clerical work on a med-legal report. Summarizing prior records is on the physician’s side of that line.

What a clean set contains

  • The record set, deduplicated, indexed and Bates-stamped.
  • A removed-page log. Every page taken out, and why.
  • A page index. What is in the file, and where.
  • A dedup certificate. Pages received, kept, removed as identical and flagged.
  • A completeness report, as a lower bound: at least N pages did not arrive.

What Claracord delivers

The set above, for attorney and administrator review. It is not for use in QME or AME report preparation (California Labor Code section 4628).

The page for comp payers and claims is workers’ comp; for injured-worker attorneys, applicant attorneys.

Human-verified. A complete sample case is on the home page. Synthetic demo case.
